Morocco – Financial incentives for a rejuvenated parliamentary representation

The Moroccan government is adopting new regulations for election campaign funding in order to specifically strengthen young people’s political participation.

Rabat – A structural change is emerging in the Moroccan political landscape. On Thursday, April 16, the Government Council passed a draft decree that regulates financial support for candidacies for the House of Representatives. The focus is on targeted subsidies for lists that draw up applicants under the age of 35.

Targeted support breaks down financial barriers

The new regulation, reported by Al Akhbar media, includes both party-affiliated and independent candidates. The primary goal of this legal framework is to promote equal opportunities and cushion the ever-increasing costs of election campaigns. The aim is to make it easier for young talent to enter parliament by reducing financial hurdles that often act as exclusion criteria. This move is effectively forcing political parties to rethink their traditional list structures and give prominent places to young actors.

Challenges in implementation and control

Despite the positive intention to give youth organizations new impetus, critical questions remain unanswered. According to Al Akhbar, the challenge is not only to use young candidates as “election campaign tools”, but also to integrate them sustainably into decision-making processes. In addition, aspects of transparency are coming into focus: the exact criteria for allocating funds and the effectiveness of the control mechanisms over actual expenditure still have to be proven in practice. The success of this reform will largely depend on how consistently the parties professionalize their internal promotion of young talent.
