Finance Ministry officials acknowledge with regret that good intentions have paved the road to hell. Instead of aiding Israelis whose homes were destroyed during the so-called 12-Day War between Israel and Iran in June, and providing « speed and certainty, » as the government put it, in helping the newly homeless rebuild, the outcome has been the exact opposite.
