Housing snapshot January 2026: After brief wartime lull, home prices back on the rise

Home prices in Israel rose sharply in October and November after eight consecutive months of decline, according to the most recent information available from the Central Bureau of Statistics, published on January 15.

Prices rose an average of 0.7 percent during the period, after falling by some 2.8% over the last eight months.

For the last 12 months, home prices have risen only 0.1%, representing a “noticeable cooling” of the market, CBS said. Earlier in 2025, the market’s annual growth had peaked at 7.8%.

The housing market had slowed throughout most of 2025, partially in reaction to the multifront war Israel has been engaged in since Hamas invaded southern Israel on October 7, 2023. High interest rates, a record supply of unsold new housing, and high prices have also helped to tamp down sales. The shekel’s strength against the dollar, currently at its highest level in at least four years at NIS 3.09, is also affecting demand by overseas buyers.

During the two months, prices rose by 1.5% in Jerusalem, 1.2% in Tel Aviv, 0.5% in the north, 0.5% in the south, and 0.3% in the central district. Prices declined 0.3% in Haifa. New home prices rose by 1% during the period.

Over the past 12 months, prices have risen by 9.4% in Jerusalem, 5.4% in the north, 1.2% in the south, and 0.5% in Haifa. Prices declined by 2.9% in the central district and 2.8% in Tel Aviv.

As of July 2025, there are 3.02 million apartments in Israel, CBS said earlier this month. That’s an increase of 1.9% from the previous year, about the same growth rate as previous years. Israel’s population grew by about 1.1% in 2025, one of its lowest growth rates ever, CBS said last month.

Some 44.1% of Israel’s apartments are located in Tel Aviv and the central district, data showed. About 15.5% are in the north, 13.5% in the south, 13.4% in the Haifa area, 10.3% in the Jerusalem area, and 3.2% in the West Bank.

According to Finance Ministry data for November, a total of 7,377 apartments were sold, a 3% rise from a year ago. The number of sales rose 63% from the previous month, a figure attributed mainly to the holiday season falling in October.

New apartment sales, including government-subsidized units, rose by 1% from a year earlier to 2,922 units. About 1,050 of these were government-subsidized housing, an unusually high total, the Finance Ministry noted. 4,455 secondhand apartments were sold, a 6% rise compared to November 2024.

Total sales of new homes by contractors declined 33% during the first 11 months of 2025 compared to the same period in 2024, the Finance Ministry noted.

Investors purchased 1,210 apartments in November, an 11% rise relative to the previous year. In the same period, investors sold 1,296 apartments, about the same as a year earlier.

Sales

To provide the housing snapshot below, we used the Israel Tax Authority’s database, which records the actual prices paid for properties. The focus is on sales over the last month to present the most up-to-date picture of the market.

In Tel Aviv, a four-room (three-bedroom) apartment at 15 Asirei Tzion Street sold for NIS 3.82 million ($1,203,528). The apartment measures 101 square meters (1,087 square feet) and is located on the first floor of a nine-story residential building constructed in 2025.

A four-room (three-bedroom) apartment at 63 Bosem Street sold for NIS 2.519 million ($799,682). The apartment measures 93 square meters (1,001 square feet) and is located on the 10th floor of a 14-story residential building constructed in 2002. The building contains 54 apartments, and the unit includes one dedicated parking space.

A four-room (three-bedroom) apartment at 206 Bnei Ephraim Street sold for NIS 4.35 million ($1,376,582). The apartment measures 110 square meters (1,184 square feet) and is located on the fourth floor of a six-story residential building constructed in 2024. The building contains 39 apartments.

In Jerusalem, a three-room (two-bedroom) apartment at 23 Efrata Street sold for NIS 3,256,809 ($1,023,831). The apartment measures 74 square meters (797 square feet) and is located on the fourth floor of a five-story residential building constructed in 2022.

A four-room (three-bedroom) apartment at 43 Heil HaAvir Street sold for NIS 2.2 million ($694,006). The apartment measures 78 square meters (840 square feet) and is located on the second floor of a four-story residential building constructed in 1990.

A five-room (four-bedroom) apartment at 1 Moshe Sharet Street sold for NIS 5 million ($1,586,797). The apartment measures 137 square meters (1,475 square feet) and is located on the fourth floor of a 12-story residential building constructed in 2006.

In Beit Shemesh, a four-room (three-bedroom) apartment at 1 Frank Street sold for NIS 3.027 million (approximately $961,000). The apartment measures 103 square meters (1,109 square feet) and is located on the first floor of an eight-story residential building constructed in 2025.

A four-room (three-bedroom) apartment at 7 HaAliya Street sold for NIS 2.22 million ($702,531). The apartment measures 109 square meters (1,173 square feet) and is located on the fifth floor of a five-story residential building constructed in 2018.

In Haifa, a four-room (three-bedroom) apartment at 37 Shoham Street sold for NIS 1.55 million ($490,816). The apartment measures 100 square meters (approximately 1,076 square feet) and is located on the fifth floor of a five-story residential building constructed in 1970.

Rentals

The database of the real estate website Madlan was used to compile this sample of rental apartments on the market with a focus on three-room (two-bedroom) properties, suitable for a couple, two roommates, or a small family.

In Tel Aviv, a three-room (two-bedroom) apartment in the Old North, southwest section is available for rent at NIS 11,000 ($3,235) per month. The apartment measures 60 square meters (646 square feet) and is located on the first floor.

A four-room (three-bedroom) apartment in the Nofei Yam neighborhood is available for rent at NIS 9,500 ($2,790) per month. The apartment measures 110 square meters (1,184 square feet) and is located on the second floor.

In Jerusalem, a three-room (two-bedroom) garden apartment in the Arnona (Talpiot) neighborhood is available for rent at NIS 7,550 ($2,215) per month. The apartment measures 83 square meters (894 square feet), with a 225-square-meter (2,422-square-foot) garden.

A five-room (four-bedroom) apartment in the Mordot Arnona neighborhood is available for rent at NIS 9,200 ($2,700) per month. The apartment measures 140 square meters (1,507 square feet) and is located on the third floor.

In Haifa, a four-room (three-bedroom) apartment in the Merkaz HaCarmel neighborhood is available for rent at NIS 4,800 ($1,410) per month. The apartment measures 125 square meters (1,345 square feet) and is located on the 16th floor of a luxury building.
